New LPG Cylinder Rules in Effect: KYC and OTP Now Mandatory Before Refill—Here’s What You Need to Know

Starting April 21, 2025, the Indian government has implemented strict new rules for LPG gas cylinder booking, delivery, and subsidy under the Central Government Scheme for Ration Card and Gas Cylinder 2025. These changes will remain in effect until December 31, 2028, and are aimed at increasing transparency and preventing fraud.

Key Highlights of the New Rules

🔹 KYC Now Mandatory Before Booking

Before booking an LPG cylinder, consumers must update their KYC. This includes:

  • Linking Aadhaar card with the gas agency
  • Providing a valid mobile number
  • Ensuring the Aadhaar is linked to the mobile for OTP verification

Failure to update KYC may lead to disruptions in bookings or deliveries.

🔹 OTP Verification Required at Delivery

A One-Time Password (OTP) system has been introduced for delivery:

  • Consumers will receive an OTP during booking
  • This OTP must be shared with the delivery personnel at the time of delivery
  • No OTP, no delivery—this rule is now strictly enforced

🔹 Subsidy Rules Updated

To receive the government subsidy on LPG:

  • Consumers must link their bank account, Aadhaar, and gas connection
  • The subsidy amount is variable and subject to change by the government
  • Subsidy won’t be provided if consumers exceed the allowed annual limit of 6–8 cylinders per family

🔹 Documents Required

To comply with the new rules, keep the following ready:

  • Aadhaar Card
  • Updated mobile number
  • Income certificate
  • Bank account details
  • Gas connection booklet
  • e-KYC completion proof

Why These Rules Matter

The digital overhaul aims to prevent fraud, eliminate black marketing, and ensure that subsidies reach the right people. With OTP delivery and e-KYC, gas delivery is now more secure and traceable.
