CBI Arrests Army Officer in Alleged Defence Tender Bribery Case, Probe Expands Across Multiple Cities

The Central Bureau of Investigation (CBI) has launched major action in an alleged defence procurement corruption case involving Army supply tenders. In a significant development, the agency has arrested Himanshu Bali, a Colonel from the Army Ordnance Corps who was reportedly posted at the Eastern Command headquarters in Fort William.

The case revolves around allegations of bribery, manipulation of Army tenders, approval of substandard products, and inflated billing connected to defence procurement contracts.

CBI Alleges Bribes Were Paid for Army Contracts

According to the FIR, directors of Eastern Global Limited, a Kanpur-based firm, allegedly paid bribes to secure Army supply tenders.

The CBI claims the company received unfair advantages in multiple procurement contracts through corrupt practices. Investigators allege that the accused officials manipulated the tender process in exchange for illegal payments.

The agency has reportedly begun examining financial transactions, procurement approvals, and communication records linked to the case.

Serious Allegations Against Colonel Himanshu Bali

The FIR reportedly accuses Colonel Himanshu Bali of multiple irregularities connected to Army procurement procedures.

The allegations include:

  • Granting defence tenders improperly
  • Approving substandard product samples
  • Clearing inflated invoices
  • Facilitating procurement benefits for the company

According to the investigation, a major Army tender was allegedly awarded during March and April 2026 in exchange for illegal payments.

Kolkata Meeting Under Investigation

Investigators have also focused on a meeting that allegedly took place on April 22, 2026, in the Park Street area of Kolkata.

According to the FIR, Colonel Bali reportedly met representatives of the company during that visit. Just two days later, on April 24, the company was allegedly awarded the tender.

The CBI believes this sequence of events may indicate direct coordination linked to the alleged bribery arrangement.

₹50 Lakh Hawala Transfer Also Under Scanner

The investigation has further revealed allegations related to hawala transactions.

According to reports, the CBI claims that on May 16, 2026, Colonel Bali allegedly demanded the remaining amount of the bribe payment. Investigators suspect that arrangements were being made to transfer nearly ₹50 lakh through hawala channels in the Delhi-NCR region.

The agency is now reportedly tracing:

  • Financial transactions
  • Hawala operators
  • Communication records
  • Money movement channels

to identify the full extent of the alleged corruption network.

Several Other Individuals Named in FIR

Apart from Colonel Himanshu Bali, the FIR reportedly names multiple other individuals connected to the case.

Those mentioned include:

  • Akshat Agarwal
  • Mayank Agarwal
  • Ashutosh Shukla
  • Naresh Pal
  • Other unidentified individuals

The CBI is expected to question several accused persons as the investigation progresses further.

Case Registered Under Corruption Laws

The case has reportedly been registered under provisions of:

  • The Prevention of Corruption Act
  • Relevant sections of the Indian Penal Code (IPC)

The investigation is likely to examine whether procurement norms were violated intentionally to benefit private suppliers.

Defence Procurement Under Greater Scrutiny

The case has once again drawn attention to transparency concerns in defence procurement systems. Defence tenders involve large financial transactions, making them highly sensitive from both national security and anti-corruption perspectives.

Investigators are expected to review:

  • Tender approval procedures
  • Product quality checks
  • Billing approvals
  • Internal communication
  • Financial documentation

The agency may also expand the probe further if evidence suggests involvement of additional officials or contractors.

CBI Likely to Intensify Investigation

With the arrest of a serving Army officer, the case is expected to become one of the closely watched corruption investigations involving defence procurement this year.

The CBI may now conduct:

  • Additional raids
  • Financial audits
  • Digital evidence analysis
  • Forensic examination of records
  • Cross-verification of procurement files

As the investigation continues, more details regarding the alleged tender manipulation and bribery network are expected to emerge in the coming days.
