Uttar Pradesh Government Approves New Panchayat Secretary Posts; Recruitment to Be Conducted in Three Phases
The Uttar Pradesh government has approved the creation of 13,116 new Gram Panchayat Officer (Panchayat Secretary) posts as part of its plan to strengthen rural governance and improve public service delivery across the state. The decision is expected to address the long-standing shortage of Panchayat Secretaries and ensure that village-level administrative work is carried out more efficiently.
The recruitment process is likely to begin soon, with appointments scheduled to be completed in three phases. Once the official notification is released, eligible candidates will be able to apply through the prescribed recruitment process.
The initiative is aimed at reducing the workload on existing officials while improving the functioning of Gram Panchayats throughout Uttar Pradesh.
Why Are New Panchayat Secretary Posts Being Created?
Uttar Pradesh has nearly 58,000 Gram Panchayats, making it one of the largest rural administrative networks in the country. However, the state currently has only around 16,000 Gram Panchayat Officers in service.
Because of this shortage, a single Panchayat Secretary is often responsible for managing administrative work across multiple Gram Panchayats simultaneously. This arrangement has created additional pressure on officials and affected the timely implementation of government schemes and public services at the village level.
According to the government's assessment:
- Uttar Pradesh has approximately 58,000 Gram Panchayats.
- Only about 16,000 Gram Panchayat Officers are currently serving.
- More than 42,000 Gram Panchayats are being managed through additional charge arrangements.
- The long-term objective is to assign one dedicated Panchayat Secretary to every Gram Panchayat.
The newly approved posts are expected to significantly improve administrative efficiency in rural local bodies.
Recruitment Will Be Conducted in Three Stages
To streamline the hiring process, the state government has decided to fill the newly sanctioned vacancies in three separate phases.
First Phase
The initial recruitment drive will cover 4,372 Gram Panchayat Officer posts.
These positions have already received official approval, and the recruitment notification is expected to be released in the near future.
The remaining vacancies will be filled during the second and third phases of the recruitment campaign.
Candidates preparing for government jobs in Uttar Pradesh are advised to keep an eye on the official recruitment announcements for eligibility criteria, application dates, and examination details.
Proposal to Merge VPO and VDO Cadres Not Approved
Alongside the recruitment proposal, there was also a discussion regarding the possible merger of two village-level administrative cadres:
- Village Panchayat Officer (VPO)
- Village Development Officer (VDO)
However, the proposal to merge these two cadres was not approved.
As a result, both services will continue functioning independently under the existing administrative structure.
This means the recruitment process for Gram Panchayat Officers will move forward without any structural changes to the current cadre system.
Expected Benefits of the Recruitment Drive
The creation of more than 13,000 new posts is expected to strengthen grassroots governance across Uttar Pradesh.
With additional Panchayat Secretaries, village administrations are likely to experience:
- Faster implementation of government welfare schemes.
- Improved record management at the Gram Panchayat level.
- Better coordination between village administrations and district authorities.
- Reduced workload on existing Panchayat Officers.
- More efficient delivery of public services in rural areas.
The initiative is also expected to improve accountability by assigning dedicated officials to individual Gram Panchayats wherever possible.
