The updated framework has been notified by the Ministry of Road Transport and Highways following amendments under the Motor Vehicles Act. While the earlier version of the scheme was known as the “Cashless Treatment of Road Accident Victims Scheme,” the newly branded PM-RAHAT initiative expands its visibility and reinforces the government’s commitment to saving lives during medical emergencies.
What Is PM-RAHAT Yojana?
PM-RAHAT Yojana is designed to provide cashless medical treatment up to ₹1.5 lakh for individuals injured in road accidents. The assistance applies for a period of up to seven days from the date of the accident, covering critical emergency care when it matters most.
The scheme’s primary goal is to eliminate financial hesitation during emergencies. In many cases, families delay hospitalization due to concerns over treatment costs. By offering assured and free care, the government aims to reduce fatalities and complications arising from delayed medical intervention.
Coverage Beyond Highways
Unlike common assumptions that such schemes are limited to national highways, PM-RAHAT has a nationwide scope. The benefits apply regardless of where the accident occurs — whether on:

This helpline connects directly to the Emergency Response Support System (ERSS), which activates the nearest ambulance and informs the closest empaneled hospital. The centralized system helps reduce response time and ensures quick medical attention.
Treatment and Financial Coverage Details
The scheme provides structured medical coverage based on the severity of injuries:
- Up to 24 hours of emergency care in general cases
- Up to 48 hours of treatment in life-threatening situations
- Overall financial cap of ₹1.5 lakh per victim
- Coverage valid for seven days from the accident date
Importantly, treatment under the scheme is entirely cashless for the patient.
Digital Claim and Payment Process
To maintain transparency and efficiency, PM-RAHAT operates through a fully digital process. Hospitals and authorities utilize:
- E-Detailed Accident Reports (e-DAR)
- Online transaction management systems
Police verification of the accident is mandatory and must typically be completed within 24 to 48 hours. Once confirmed, payment is released directly to the hospital from the Motor Vehicle Accident Fund.
This digital model minimizes paperwork, reduces delays, and prevents fraudulent claims.
Grievance Redressal Mechanism
If beneficiaries face issues in availing treatment under PM-RAHAT Yojana, they can approach the District Road Safety Committee. These committees are generally chaired by the District Collector or Magistrate and are responsible for addressing complaints and ensuring smooth implementation at the local level.
