As India celebrated his achievement on Civil Services Day (April 21), he embodied the government's vision of mainstreaming Kashmir through development.

But the very next day, April 22, terrorists shattered that vision, killing 28 people — many of them tourists. Families were torn apart in front of their loved ones. In the same valley where Athar was working to foster peace and progress, Pakistan-backed militants once again painted the land red.
