Actually, there is a rule in India regarding return of medals or awards. For example, if you want to return any general respect, then you can return your respect by giving any simple answer.
What are the rules regarding Padma awards and Bharat Ratna?
On the other hand, you cannot just return India's civilian honours, i.e. the Padma Awards and the highest civilian honour, the Bharat Ratna. If you think that you give an application to the Government of India or you declare that you are returning your honor and the government will take it back, then it does not seem so easy.
If for any reason you are returning your prize, you must provide a solid reason and it must be valid. This happens because while giving an award, an informal permission is taken, such as whether you want to receive the award or not. Only after this the name of that person is sent for big honors like Padma awards or Bharat Ratna.
When you want to return any of your big honours, you have to give the reason and after that the President of the country takes a decision on it. Then when the President gives permission, then that person can do so.

However, even after that the name of the person returning the award is not removed from the Gazette of India. This is because the names of Padma award winners are published in the Gazette of India. Besides, a separate register is also made for this. Therefore the name is not removed from both the places.
