Rakhi should be tied only after its completion because tying rakhi in Bhadra period is not considered auspicious.

This year, the full moon date of the month of Sawan is starting from 10.58 am on 30 August. It will end on August 31 at 07.05 am. Bhadra is starting from the beginning of the full moon date on August 30 i.e. from 10:58 in the morning and till 09:01 in the night.

In such a situation, on August 30, due to Bhadra, there is no auspicious time to tie Rakhi in the day. On this day, after 9 o'clock at the night, it is auspicious time to tie Rakhi.
