First of all, put oats in a grinder and make a coarse powder. Take out the oats powder in a bowl and put semolina in it. Now add curd and some water to it. Add salt and black pepper as per taste. Mix it well and keep it aside for 2 minutes.

Take a nonstick griddle and grease it with olive oil. Spread a spoonful of batter over it. Add grated carrots, paneer, green chillies, yellow capsicum and capsicum over it.
