Delhi Blast Case: Addressing SCO leaders, External Affairs Minister Jaishankar reiterated India's uncompromising action against terrorism. He also held bilateral talks with the Russian Foreign Minister.

 

"India has every right to respond," S. Jaishankar issued a stern warning to terrorists from Moscow regarding the Delhi blasts.

After the Delhi blasts, External Affairs Minister S. Jaishankar said that India has the right to defend its people against terrorism. At the SCO meeting in Moscow, the Foreign Minister said, "We must never forget that the SCO was established to combat the three evils of terrorism, separatism, and extremism. These threats have become even more serious over the years. It is essential that the world shows zero tolerance towards terrorism in all its forms and manifestations."

Foreign Minister Jaishankar stated unequivocally that India will continue its action against terrorism and will respond strongly. He advocated for a change in the SCO's working methodology. Referring to terrorism, he said, "There can be no justification, no ignorance, and no cover-up. As India has demonstrated, we have the right to defend our people against terrorism, and we will exercise it."

He said, "India believes that the SCO should adapt to the changing global landscape, develop a broad agenda, and improve its functioning. We will make a positive and full contribution to these objectives." External Affairs Minister S Jaishankar arrived in Moscow on Monday (November 17, 2025) to attend the meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO).

Addressing SCO leaders, Foreign Minister Jaishankar reiterated New Delhi's long-standing call for uncompromising and united action against terrorism. He said that the fight against this threat must remain a shared priority. Jaishankar's statement comes in the wake of the recent terrorist attacks in Delhi.

Upon arriving in Moscow, S. Jaishankar met with Russian Foreign Minister Sergey Lavrov. According to a report by Russia's state news agency, TASS, the two leaders discussed bilateral cooperation as well as regional and global developments related to the Shanghai Cooperation Organization (SCO), BRICS, the United Nations, and the G-20.
