It should be noted that in the GST Council meeting held on September 3, 2025, it was decided that now there will be four GST rates in the country i.e., 5 percent, 12 percent, 18 percent, 28 percent, but only two rates of 5 percent and 18 percent will be applicable.
This government decision will make many items cheaper, such as oil, soap, shampoo, milk, butter, ghee, TVs, refrigerators, washing machines, ACs, bikes, and cars. These items have been categorized as 5 percent or 18 percent. This change will come into effect on September 22, 2025. However, many people are wondering what to do if shopkeepers continue to sell goods at the old rate even after the GST cut. In such a situation, you have the legal right to complain. So, let's explore where to complain if shopkeepers don't reduce prices even after September 22.
Where to complain if the shopkeeper does not reduce the price
1. National Consumer Helpline (NCH) - The government has provided the National Consumer Helpline (NCH), where you can easily register your complaint. You can directly report your problem by calling the toll-free number 1800-11-4000 or 1915. You can also complain via WhatsApp to 8800001915.
2. File a complaint through the website - You can also file a complaint by visiting the National Consumer Helpline's official website, https://consumerhelpline.gov.in/public/ . To file a complaint, first sign up on the website, then log in and select the Register Grievance option. Provide complete details about your complaint, upload supporting documents, and submit your complaint. You will then receive a docket number. You can also track your complaint using this number.
3. File a complaint through the mobile app - Download the NCH mobile app from the Google Play Store or App Store. Register, log in, and file a complaint. You can also file a complaint through the UMANG app. Go to the UMANG app, select the Consumer Complaints option, and file a complaint.
How to file a complaint with a consumer forum?
When you file a complaint, NCH forwards your complaint to the relevant company or merchant. The company is then required to respond to your complaint. If you don't receive a response, you can proceed to the consumer forum. Now, you don't need to file a complaint in the shopkeeper or company's city. You can file a complaint with any consumer forum in your city or state.
