Responding to the passenger's tweet, Railways has written that if you book a ticket as per the general quota, then allotment of seat is given only if there is a seat available. If there is no seat on the train, you do not get that seat. If you book a ticket as per Reservation Choice Book only if a lower berth is allotted then you get a lower berth.

Know how to get a lower seat
Railways said that according to the quota, the person booking gets the allotment of seats only when there is a seat on the train. This seat is based on a first come first serve rule. If you get a seat in the general quota, no one can sit on your seat. But, you can talk to TTE for lower seat. If there is a lower seat then you will get it.

Rules for women
Female passengers aged 45 years and above and pregnant women are also given lower seats in the train. In trains like Rajdhani, Duronto, and Phuli Express, four lower seats are booked in 3AC. The four lower seats are reserved in normal and mail express trains.
