This development is possible because the league is a domestic tournament organized by the Mumbai Cricket Association (MCA), not an overseas franchise league, and thus falls within BCCI rules.

The MCA has made it mandatory for its top players to participate in this league if they are not on national duty (like the England tour). Players such as:
