No shopkeeper can charge more money because when any item is prepared, its MRP is fixed. Along with this, the cost of making that item, storage, transportation, and all other expenses incurred on it are assessed. Only after this, the retail price of that item is decided.
What is the rule and what is the law on this?
First of all, no shopkeeper can charge you more than the fixed price, but if someone does so, then the Center violates the Metrology Act. Under this act, no retail trader can charge more than the MRP from the customers on the pretext of things like cooling or transportation.
Where to complain and how much is the fine?
If a shopkeeper overcharges you for any item, you can lodge your complaint by calling the National Consumer Helpline number 1915.
