What is the process to transfer ownership?

An application has to be submitted there in which the request for ownership transfer is given. Along with this, you have to attach the death certificate of the old owner and the new owner's ID proof, address proof and any document proving the relationship. After the documents are verified, the agency transfers the connection to the new name. The process is completed in a few days. 

Do I have to pay any charges?

Usually no extra charge is taken for transferring the gas connection. Let us tell you that as per the rules, if the new owner is a member of the family, then no charge has to be paid.
