Meanwhile, a significant statement has emerged from the United States, sparking renewed debate on the issue. US Commerce Secretary Howard Lutnick has claimed that the trade deal between the two countries failed to move forward because Prime Minister Narendra Modi did not call then-US President Donald Trump.
In an interview with American investor Chamath Palihapitiya on the All-In podcast, Lutnick stated that this was entirely Trump's deal, and all preparations were complete. According to him, all that remained was for Prime Minister Modi to call President Trump, but he was uneasy about doing so. Lutnick also explained that the US subsequently signed agreements with Indonesia, the Philippines, and Vietnam the following week, announcing several deals.
There is a difference between Latnik's claims and figures
There's a discrepancy between Lutnik's claims and the data. He argues that countries that concluded tariff negotiations with the US early benefited from lower tariffs. However, the order and rates of the agreements reached in July 2025 paint a different picture.
That month, the US completed negotiations with the European Union, the United Kingdom, Japan, Vietnam, Indonesia, the Philippines, and South Korea. For example, Vietnam was the first to conclude negotiations, yet its exports have been subject to the highest tariffs from the US.
