Delhi Introduces Bhu-Aadhaar for Land: 14-Digit ID to Establish Ownership and End Property Disputes

In a major push toward transparent and technology-driven governance, the Delhi Government has announced the launch of a unique digital identity system for land parcels, popularly being referred to as Bhu-Aadhaar. Under this new initiative, every piece of land and property plot in the national capital will be assigned a unique 14-digit identification number, which will act as a digital fingerprint for that land.

Officially, this system is called the Unique Land Parcel Identification Number (ULPIN). The initiative is aimed at resolving long-standing land ownership disputes, preventing fraud, and modernising land records across Delhi.

A Digital Identity for Every Plot of Land

According to the government, the introduction of ULPIN will allow citizens to verify land ownership quickly and reliably. Each land parcel will be mapped digitally and linked to a unique geo-referenced code, ensuring accuracy and eliminating ambiguity related to boundaries and ownership.

Chief Minister Rekha Gupta described the initiative as a transformative reform. She stated that Bhu-Aadhaar is not just a number, but a powerful digital tool that will significantly reduce land-related conflicts, increase transparency, and curb corruption in property transactions.

Strengthening the Digital India Vision

The Chief Minister also linked the project to Prime Minister Narendra Modi’s Digital India mission. She said the move reflects Delhi’s commitment to adopting advanced technology for governance and ensuring that citizens have access to reliable and tamper-proof land records.

The government believes that once fully implemented, the system will drastically reduce cases of duplicate registrations, illegal land sales, and prolonged court battles over property ownership.

Mission-Mode Implementation in Delhi

Although the ULPIN framework was introduced by the central government in 2016 under the Digital India Land Records Modernisation Programme (DILRMP), it did not see effective implementation in Delhi earlier. The current administration has now decided to roll it out in mission mode across the capital.

The Delhi Revenue Department’s IT division has been tasked with executing the project, with technical support from the Survey of India. The government has confirmed that the rollout will follow a standard operating procedure (SOP) with clearly defined timelines to ensure uniform implementation.

Why Was Bhu-Aadhaar Needed?

Delhi has long struggled with land-related disputes, especially in urban villages and rapidly developing areas. In many cases, the same land has been sold multiple times using forged documents. Disputes over boundaries often drag on for years in courts, causing financial and emotional stress to property owners.

By assigning a unique and permanent digital identity to each land parcel, the government aims to eliminate these issues at their root. Once a plot is linked to a ULPIN, its ownership history, boundaries, and location can be verified digitally, reducing the scope for manipulation.

How Will the 14-Digit Number Be Created?

To generate accurate land data, the government is preparing a comprehensive digital map of Delhi using drones and high-resolution satellite imagery. Around 2 terabytes of geospatial data is being sourced and analysed to ensure precision.

Each plot will be geo-referenced and assigned a 14-digit ULPIN code, making it easier for different government departments to share and verify information seamlessly. This data integration is expected to block fraudulent transactions and bring consistency across land records.

Successful Pilot in Tilingpur Kotla

The concept has already been tested successfully in Tilingpur Kotla village in West Delhi. As part of a pilot project, 274 ULPIN records were created, demonstrating the system’s effectiveness.

Additionally, 48 villages in Delhi are already covered under the central government’s SVAMITVA Scheme, where property cards were issued using drone surveys. The Bhu-Aadhaar initiative will now expand this digital mapping approach to the entire city.

What This Means for Citizens

Once fully rolled out, Bhu-Aadhaar will make buying, selling, and verifying property safer and faster. Citizens will have a single, trusted digital reference for land ownership, reducing dependence on paperwork and intermediaries.

With this move, Delhi takes a significant step toward transparent land governance, setting an example for other states to follow. The 14-digit land ID system promises to bring clarity, security, and trust to one of the most complex areas of public administration—land ownership.
