VDA Rates: Dearness Allowance (DA) Increased for Railway Contract Workers – When Will the Higher Wages Take Effect?

VDA Rates: The Railways has implemented new Variable Dearness Allowance (VDA) rates for contract workers, effective from October 1, 2026. This ensures an increase in wages for eligible employees. The actual payment will be determined based on the nature of the work, skill level, and the specific region.

In times of inflation, the additional allowance provided to contract workers plays a crucial role in supporting their financial well-being. With this in mind, revised VDA rates have been introduced for contract workers associated with the Railways.

This change will impact the wages of eligible workers across various sectors. The amount an employee receives will depend on the nature of their tasks, their skill level, and the category of their workplace.

Which employees will benefit?

The revised rates apply to eligible workers engaged in a variety of roles. This includes construction work, maintenance of roads and runways, cleaning and sanitation, pipeline laying, and the loading/unloading of goods. These rates may also apply to workers in mines, as well as those handling cargo at railway goods sheds and parcel offices.

Furthermore, workers employed in other specified sectors also fall under this framework. However, the specific rate applicable to an individual employee is determined by their area of work and the corresponding category.

New rates effective from October 1, 2026

The Railway Board has issued instructions to the relevant railway zones and units regarding the revised VDA rates, which take effect from October 2026. The objective of these rates is to provide contract workers—falling within designated categories—with a Dearness Allowance in addition to their minimum wages. Relevant departments have been directed to ensure that payments are made in accordance with these revised regulations.

What instructions has the Railway Board issued?

In a letter issued on October 28, the Railway Board clarified that, as the principal employer, the Railways is responsible for ensuring that contractors comply with labor laws and that workers receive the prescribed minimum wages. Consequently, the concerned officials must oversee the payment mechanism to ensure that eligible workers receive the benefit of the revised rates.

What will the wages be, based on the region?

According to the revised order from the Labour Bureau, workers engaged in loading and unloading at railway goods sheds and parcel offices will receive a Variable Dearness Allowance (VDA) of ₹317 per day in Area A, ₹267 in Area B, and ₹215 in Area C. Including the basic wage, the total daily payment in these areas will be ₹840, ₹704, and ₹565, respectively.

For employees engaged in construction work, the allowance amount varies according to their skill level. For instance, unskilled workers will receive a VDA of ₹317, ₹267, and ₹215 per day in Areas A, B, and C, respectively. Meanwhile, for highly skilled workers, the corresponding rates are ₹418, ₹387, and ₹354 per day.
