Online Order Missing or Wrong Product Delivered? Here’s Where Consumers Can File a Complaint

Online shopping has made buying everything from groceries and clothes to smartphones and home appliances much easier. Customers can compare products, make payments and have their purchases delivered without leaving home. But the convenience can quickly turn into frustration when an order does not arrive, a completely different product is delivered, or the seller refuses to provide a replacement or refund.

The first step in such a situation should generally be to raise the issue through the e-commerce platform or seller's official customer-support and grievance channels. However, if the complaint remains unresolved, consumers in India have additional options.

One of them is the National Consumer Helpline (NCH), an initiative of the Department of Consumer Affairs that allows consumers to raise grievances against businesses.

If the matter still cannot be resolved, the consumer may consider approaching the appropriate Consumer Commission through the government's online consumer-dispute filing system, subject to the applicable process.

First Report the Problem to the Shopping Platform

If your parcel has not arrived or you received a product different from what you ordered, immediately report the issue through the e-commerce company's official app, website or customer-support channel.

Clearly explain what went wrong and provide the order details.

For example, if you ordered a smartphone but received another product, take clear photographs of the item, packaging and delivery label before initiating a return or refund request.

Keep a record of the complaint or ticket number generated by the platform.

If customer support communicates through chat or email, save those messages because they can help establish that you first attempted to resolve the issue directly with the company.

Call 1915 to Reach the National Consumer Helpline

If the seller or e-commerce platform does not adequately address the complaint, consumers can contact the National Consumer Helpline at 1915.

Before raising the grievance, keep important information readily available. This may include your order number, seller or e-commerce platform name, description of the product ordered, details of what was actually delivered, invoice, payment record and information about previous communication with customer support.

Providing clear information and supporting evidence can make it easier to explain the dispute.

NCH provides consumer grievance assistance through multiple channels and supports several Indian languages.

Consumer Complaints Can Also Be Raised Through WhatsApp

Consumers who prefer messaging can also access the National Consumer Helpline through its WhatsApp facility.

The number provided for this service is 8800001915.

A consumer can initiate the conversation by sending “Hi” and then follow the chatbot instructions to proceed.

Depending on the grievance process, you may need to provide information about the transaction and complaint. Keep your invoice, order details, payment proof and relevant photographs ready.

When sending documents through any online channel, make sure you are using an official or verified consumer-help facility. Avoid sharing unnecessary banking credentials, OTPs, UPI PINs or passwords.

What If Your Order Is Marked Delivered but Never Arrived?

A “delivered” status does not always mean the customer actually received the parcel.

If the platform shows that your order has been delivered but you cannot find it, immediately check the delivery details and contact the platform.

Ask family members, building security or reception staff if applicable, and check whether delivery instructions mention a safe location.

If the parcel still cannot be located, report it as an undelivered or incorrectly delivered order through the platform and preserve screenshots of the tracking status.

Do not delay unnecessarily, as platforms may have specified timelines for reporting delivery-related disputes.

Keep an Unboxing Video for High-Value Orders

For expensive electronics and other high-value purchases, recording the parcel while opening it can provide useful supporting evidence if something goes wrong.

Try to capture the shipping label and the condition of the sealed package before opening it. Continue recording until the actual product is visible.

An unboxing video does not automatically guarantee that a refund or replacement will be approved, but it can help document the condition and contents of the parcel at the time it was opened.

Preserve Bills, Photos and Customer-Care Conversations

Documentation can become particularly important when a consumer dispute needs to be escalated.

Keep the invoice, order ID, payment confirmation and delivery information. Take clear pictures of an incorrect, damaged or incomplete product.

Save screenshots of chats with the seller or platform, emails, complaint reference numbers and any written refusal of a refund or replacement.

It can also be useful to retain the original product packaging, courier bag or box, shipping label and related material until the complaint has been resolved.

What If the National Consumer Helpline Does Not Resolve the Issue?

The National Consumer Helpline primarily provides a grievance-redressal and pre-litigation mechanism. Registering a grievance there is different from obtaining a formal order from a Consumer Commission.

If the dispute remains unresolved, the consumer may consider filing a consumer case before the appropriate Consumer Commission through the government's online filing facility, subject to the applicable rules and jurisdiction.

Consumers should use the current official government consumer-dispute platform and follow the instructions for filing, documentation, fees and case submission.

Depending on the facts of a case and the Commission's decision, remedies under consumer law can include directions relating to refund, replacement, deficiency in service or appropriate compensation.

However, a particular outcome should never be assumed in advance, as each dispute is considered on its own facts and evidence.

Evidence Can Make a Big Difference

When an online shopping problem occurs, the strongest approach is to document the issue from the beginning.

Do not immediately throw away packaging or delivery labels. Save transaction records and correspondence, and use the shopping platform's official grievance mechanism first.

If the problem remains unresolved, consumers can contact the National Consumer Helpline at 1915 or use its WhatsApp number 8800001915. If further legal redress is required, the appropriate Consumer Commission and official online filing system may provide the next route.

Most importantly, use only official consumer-support channels and never disclose OTPs, card PINs, CVVs, UPI PINs or banking passwords to anyone claiming they are required to process a consumer complaint.
