New guidelines for post mortem issued in UP, now victim families will not have to wait long

Lucknow News: Uttar Pradesh Deputy CM Brajesh Pathak said that post-mortems should not be conducted at night in cases of murder, suicide, sexual crimes, mutilated bodies and deaths under suspicious circumstances.

UP News: Victim families in Uttar Pradesh will no longer have to wait long for post-mortem. Deputy CM Brajesh Pathak has instructed to complete the post-mortem within a maximum of four hours to reduce the pain of the family members in their hour of grief. On the instructions of the Deputy CM, Principal Secretary of the Health Department Parth Sarathi Sen Sharma has issued a new guideline for post-mortem. The new system has been implemented in post-mortem houses across the state, now the post-mortem of the dead body will have to be done within a maximum of four hours.

In the districts where a large number of post-mortems are being conducted, the CMO should form teams of two or more doctors to complete this sensitive task so that the family members do not have to wait long for the dead body. The Deputy CM said that post-mortems should be conducted as per the rules after sunset. The related documents should also be sent to the post-mortem house along with the dead body as soon as possible. In case of post-mortems at night, artificial arrangements of 1000 watt light should be made. Other necessary resources should also be sufficient so that the post-mortem process can continue for 24 hours.

 

 

Post-mortems should not be conducted at night in cases of murder, suicide, sexual offences, mutilated bodies and deaths under suspicious circumstances. However, in unavoidable circumstances, post-mortems can be conducted at night with the permission of the District Magistrate and his authorised officer. Along with this, he said that money for videography should not be taken from the family.

Videography of post-mortems conducted at night should be done

He said that in cases related to law and order, encounters, death in police custody, death of a woman in the first 10 years of marriage, etc., videography of post-mortems conducted at night should be done. As per the government order, videography of post-mortems conducted under the panel must be done. The money for this should not be taken from the victim's family. The payment for videography should be made from the Rogi Kalyan Samiti and other items.

DNA sampling should be done to identify unidentified bodies

Postmortem reports should be made online, no laxity should be shown in this. The Deputy CM said that the CMO should deploy one computer operator and two data entry operators in the postmortem house. Vehicles should be arranged to carry the dead body from the hospital to the postmortem house. The CMO should arrange for two hearse vans in each district. In case of crime against women, rape, death of a woman within the first 10 years of marriage, a woman doctor should be compulsorily included in the postmortem panel. DNA sampling should be done to identify an unknown body.
