A significant development has emerged regarding the Eighth Pay Commission's report for central government employees and pensioners. During the monsoon session of Parliament, the government clarified that the commission has 18 months from its formation to submit its recommendations. The government has yet to decide whether the commission will submit its report before the May 2027 deadline. Below are detailed information on the Justice Ranjana Prakash Desai-led commission and the Minister of State for Finance's response to Parliament. 

Responding to questions raised by MPs in both the Lok Sabha and Rajya Sabha, Minister of State for Finance Pankaj Choudhary clarified the situation. The Eighth Pay Commission was constituted through an official resolution on November 3, 2025, but no report has been submitted yet. According to the government, the commission has been given 18 months to submit its recommendations. Therefore, the deadline for submitting the report is May 2027.

When asked whether the commission would submit its report before May 2027, the minister did not set a specific date and merely reiterated the 18-month rule. According to the original proposal, the commission could submit an interim report to the government if it finalized its recommendations on a specific issue. According to data presented by the government to Parliament, the recommendations of this new pay commission will directly impact approximately 7 million people:

Civil servants: As of March 1, 2026, there were approximately 35.77 lakh civil servants working in the Central Government.

Pensioners: As on December 31, 2025, there were approximately 33.76 lakh pensioners and family pensioners registered (this does not include defence forces pensioners).

The work of the Commission includes all important matters relating to pay revision, allowances, pension, family pension and service conditions.

What is the current stage of the commission's work?

The Eighth Pay Commission is currently in the process of stakeholder consultation. The Commission is meeting with employee associations, unions, pensioners' associations, and other stakeholders to hear their demands and suggestions. Meetings are scheduled in locations such as Jaipur, Chennai, Puducherry, and Chandigarh. To expedite the process, the Commission amended the rules for consultants on August 11. Senior consultants and young professionals in the fields of HR, legal research, IT, data analysis, and data visualization are now being included.
