If the phone of the user receiving the WhatsApp message is turned off and the message has not reached any other device linked to his phone, then the second checkmark will not be visible.

The second checkmark will appear on the group chat only when all the people in the group receive the message. For a double blue tick, it will be necessary for all the users to have read the message.

The read receipt will be reset upon editing the message. You can check which people have seen your update.
If the clock icon appears instead of the tick with the message, it means that the message has not been delivered or sent. This can happen due to connectivity issues.
