These are the reasons:-

Here it is important to know that when a road is constructed, these mile stones are installed to tell people the distance. In such a situation, if you see a yellow colored mile stone, then this road is a national highway. The milestone of a road which is a National Highway is always yellow in colour. Whether the National Highway road is to be constructed or any improvements are to be made here etc. Its entire responsibility lies with the National Highway Authority of India.

While traveling, if you see blue, white or black colored milestones on the roadside, it means that you are in a big district or city. The Municipal Corporation takes care of the construction and maintenance of such roads.
