Can minor children drive anything?
Yes, children who are between 16 to 18 years of age are issued without a gear license. But this does not mean that you start riding a scooter that does not have gears. Actually, without gear means that the vehicle which has less than 50 cc capacity can be driven by children between 16-18 years of age.

What punishment can be given?
There are many provisions in the Motor Vehicles Amendment Act 2019, one of which is regarding driving by a minor. If a minor is caught driving a vehicle, the registration of that vehicle can be cancelled.

Apart from registration, strict action can also be taken against both the guardian of the minor and the vehicle owner under the rules. Not only this, if a minor is caught driving a two-wheeler or four-wheeler with gear, then a fine of Rs 5,000 can be imposed for not getting into the driving category. However, state governments can amend it separately.

There may be a delay in licensing
If a minor is caught driving a vehicle with gear, his license will be issued after the age of 25 years. However, the official age for making DL in India is 18 years.
