The Indian Navy on Saturday said it has institutionalized a 'transformative evaluation mechanism' as the existing system has the inherent limitation of a top-down approach.

The Navy has said that the new 360-degree appraisal system for promotion boards has been finalized with a focus on an agile and adaptive human resource management framework. It said the women and men in white are at the heart of the force's 'ship first' approach and will remain its greatest asset for the foreseeable future.

In this regard, the Indian Navy has institutionalized a new transformative initiative of '360 Degree Assessment Mechanism' for various promotion boards, the force said in a statement. It said the existing appraisal mechanism of periodic confidential reports by superiors has the inherent limitation of a top-down approach as it does not cater to the influence of a leader on subordinates.

The new evaluation system aims to address this shortcoming by involving large-scale surveys of appropriately identified peers and subordinates for each officer being considered for promotion. "The survey includes a variety of questions, including aspects such as professional knowledge, leadership qualities, suitability in combat/crisis, and ability to hold high ranks," the Navy said.

The Navy said similar evaluation systems are in practice in various national and international educational organizations. The Indian Navy takes pride in imbibing such 'best practices' and this initiative is in continuation of other efforts towards remaining a 'war-ready, credible, cohesive and force of the future', the statement said.
